It may become out-of-date at times and should be checked against the Status file for the bill in the event of doubt.


Analysis files are usually the easiest introductions to a bill (they are intended to explain it to the legislators), and also put it in a public policy and political context.

Note: The most effective way to comment to the legislature on a bill is to write a formal Letter of Support or Opposition (Example | example), and transmit (fax is probably the most convient; do not e-mail***) it to the author and/or the committee chief counsel such that it is received at least one week prior its being heard in policy committee. It will then become part of the permanent file that travels with the bill, and be seen by all legislators and staffers who consult the file. That will still happen if one misses the deadline, and the author will still be able to cite it if it's nevertheless received prior to the hearing--but the letter will then probably not be considered or counted by the committee counsel when the analysis is written. One may also want to send copies of this letter to key committee members (see committee links below) who will vote on the bill, committee counsel, and perhaps one's own legislators.

*** E-mail to a legislator's public e-address and submissions through forms on their webpages tend to be read on a time-available basis and are not appropriate to input concerning pending bills which are the subjects of scheduled hearings and which face deadlines as they progress through the legislature; serious lobbyists never use them. Web-form submissions sometimes provided for on advocacy websites---which may be excellent in focusing public attention on an issue---are better in that they are usually delivered to the Legislature in a timely fashion, but legislators consistently testify that they value individual, direct and thoughtful communications considerably higher. The extra effort involved in composing and sending a fax is probably more than proportionately repaid in terms of impact.
