William
P. Cater was born and raised in Kansas City, Missouri. Graduated
High School in Kansas City, Missouri, 1966. Graduated College
at the United States Military Academy, West Point, New York, June
1970.
Active
military service was from June 1970 to January 1979. Was assigned
to Airborne, Ranger and Field Artillery duty until June 1972.
Assigned to Finance Corps position June 1972 to January 1979.
Finance
Corps duties included disbursing operations in the United States
and Korea. International banking operations in Seoul, Korea, internal
control operations and comptroller assignments.
Education
A
Bachelor of Science degree with emphasis in engineering was earned
from the United State Military Academy June, 1970.
Additional
undergraduate and graduate courses were completed at Kansas State
University, Indiana State University, Golden Gate University and
the Naval Postgraduate School. These courses included Intermediate
and Advanced Accounting, Managerial and Cost Accounting and Auditing.
Military
education included the Military Accounting Course and the Finance
Officers Advanced Course at Fort Benjamin Harrison, Indianapolis,
Indiana. Additional educational courses have been taken while
a Certified Public Accountant in public practice which include
but are not all inclusive:

Professional Experience
Began
work as a staff accountant with the international Certified Public
Accounting firm, Deloitte Haskins & Sells January, 1979. Was
trained as a tax specialist and received Certified Public Accountant
certificate January, 1981.
Began
a full service CPA practice as a sole practitioner in September,
1981. Incorporated practice in October, 1985. The practice provides
services in income tax preparation and planning for Individuals,
Corporations, Partnerships, Estate and Trusts; Financial Statement
preparation to include Compilation, Review and Audit reports.
Also, includes Business Planning, Estate Planning, IRS Audits,
Family Succession Planning, Forensic Accounting, and Litigation
Support. He began Cater Financial Planning as a licensed Registered
Investment Advisor July, 2000.
Graduate
courses have been taught at Golden Gate University January 1987
thru April 1993 which include: Financial Accounting for Managers
and Managerial Accounting. Also taught CPA Review courses in 1992
and 1993. Attained the title of Adjunct Assistant Professor.
Litigation
Support has involved expert testimony regarding income taxation,
compensation and accounting matters. Litigation support has been
provided for divorce matters, settlement conferences for business
valuation issues, banking matters and partnerships. Have been
appointed as a receiver to the Monterey County Superior Court
on two separate occasions.
