The following are issues and recommended actions that community members desire to put to you for your consideration. If they move you to act, please do so. If you differ with what is expressed, feel free to open issues for debate and/or submit your own entry for consideration. Where possible keep focused on expressing your understanding of an issue rather than attacking what others express. Trust that the members of our community have enough understanding and intelligence to evaluate what is expressed, feel what their hearts/souls tell them, and act accordingly. Just express yourself clearly and let your information flow from your heart. Those who are meant to hear will indeed hear and be moved to act.

BACKGROUND
"The Dagara tribe of West Central Africa successfully categorize their people into five different categories: fire, water, mineral, earth and nature. These are shown on the African Wheel with the colors the Dagara normally associate with each type. Each of the five types of people play a very specific role. Every person born into this world comes from one of these categories in order to help fulfill the kind of function that that category of people is supposed to fulfill in order to keep the community together."
"Without a reservoir and wells, the people must walk for miles, taking hours each day, to get water that is not fresh, not really suitable for drinking - but they have no choice."
THE PROJECT AND WHAT IS NEEDED
"The project involves the construction of reservoirs and water wells. So far one large reservoir and two small ones have been built. The construction of wells is badly needed but has not yet begun. More technical help is needed at this time on well drilling as the dry soil makes it very difficult. Additional funds, equipment and expertise are needed to continue this sucessful program."

HAARP is an acronym standing for High-frequency Active Auroral Research Program. According to the:
HAARP is an "...ionospheric research instrument (IRI), a high power transmitter facility operating in the HF frequency range, The IRI will ve used to temporarily excite a limited area of the ionosphere for scientific study." "Basically, the IRI is what is known as a phased array transmitter. It is designed to transmit a narrow beam of high power radio signals in the 2.8 to 10MHz[megahertz] frequency range.It's antenna is to be constructed on a 1000' x 1200' gravel pad (about 33 acres). There are 180 towers, 72' in height mounted on thermopiles spaced 80' apart in a 12 x 15 rectangular grid, each of which supports near its top, two pairs of crossed dipole antennas, one for the low band (2.8 to 7 MHz), the other for the high band (7 to 10 MHz). ...An elevated ground screen attached at the 15' level acts as a reflector for the antenna array while allowing vehicular access underneath to the 30 environmentally-controlled transmitter shelters spaced throughout the array. Each shelter contains 6 pairs of 10kW transmitters, for a total of 6 x 30 x 2 x 10kW = 3600kw available for transmission. The transmitters can be switched to drive either the low or the high band antennas. Electric prime power is to be obtained from six, 2500 kw generators, each driven by a 3600hp diesel engine."
This seems like an awful lot of power to me. A kilowatt is 1000 Watts. 360 x 1000 =3,600,000 Watts. That is alot of power by any standard. The military goes on to say; "The intensity of the HF beam in the ionosphere is less than 3 microwatts per cm2, tens of thousands of times less than the Sun's natural electromagnetic radiation reaching the earth and hundreds of times less than the Sun's natural ultraviolet (UV) energy which creates the ionosphere."
QUESTION 1. The question which is in the minds of some people is 'Is this information correct? Or is it just a smokescreen for other activites and capabilities?' Apparently this type of energy study is an advancement of a technology that ws originally developed by an individual named Nikola Tesla. A unit of measure called the tesla is named after him. He discovered the rotating magnetic field which renmains the basis for most alternating-currrent machinery. He realized back in the 1800's that the earth had its own magnetic field. Much of modern radio theory rests on the work of Nikolas Tesla. Engineers still search his notebooks for unexploited clues. The potentials for this type of technology include; according to goephysicist Gordon J.F. MacDonald, a specialist in problems of warfare, says "acurately-timed, artificially-excited electronic strikes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth... in this way one could develop a system that would seriously impair the rain performance of very large populations in selected regions over an extended period."
"... no matter how deeply disturbing the thought of using the enviroment to manipulate behavior for national advantages, to some, the technology permitting such use will very probably develop within the next few decades." This was written more than twenty-five years ago.
David Yarrow of Albany, New York, is a researcher with a backround in electronics. He described possible interactions of HAARP radiation with the ionosphere and Earth's magnetic grid:
To again quote J. F. MacDonald; " The key to geophysical warfare is the indentification of environmental instabilities to which the the addition of a small amount of energy would release vastly greater amounts of energy." Taken in conjunction with this statement a comment by Dr. Elizabeth Rauscher.
Here then are some of the possible capabilities we were asking about in QUESTION 1. And these are by no means all of them. The possible threat is as devastating as nuclear war or enslavement of the human race by electronically produce mind control. And if they are planning to control our minds whose to say they haven't already? Furthermore, why do they feel they have to control us so thoroughly? What have they already done that they need to cover up so desperately that they are willing to spend millions of dollars on electronic mind control?
To address the concerns of this newsletter, community involvement is needed in the broadest sense of the word: the construction of these facilities around the world could certainly affect the global community.
